he cant, signed a no-movement clause into the contract. the last ownership group (including Todd Macfarlane, isnt that cool?), fucked with him in the negotiations. some of the 33 owners didnt want to sell and refused until he added the clause. but their own agreement expired 4 years ago. fuckers. he just built a 30 million dollar mansion here, his business headquarters is here, and this city has like 50 of his stores. it would be unwise for him to try to move the team or sell to someone who would. it was crazy, he made 5 offers to buy the team. finally 200 million was the selling price
