Those are sunk costs...whether or not its raining they have to pay...they don't get a share of the money from the spectators either.
Well maybe coke or products like that, that people may buy there...but I doubt that Coke cares enough about that to have China make it stop raining....
Truthfully this is all pomp and show from their govt....not only are they trying to say see...look what we can do...but I think that they're really actually just trying to make sure that the Olympics go smoothly
