sure they do. But advisors are often conflicted, myopic or too concerned with their specialty.
It's like when you are young, and you understand something.
But as you get more world experience, you can better understand the inter-relationship of different factors.
There is no substitute for experience - being able to see long range, because you have seen this type of situation crop up before.
The president literally has to make the final decision, as to the course of policy.
He/She has to weigh all factors, think of what is do-able, and incorporate the alternatives into a long range plan.
Make the decisions to further U.S. interests, and not just short term gain
