In an interview on 60 Minutes last Sunday Obama commented about the complaint that he doesn't go into details in his speeches. He said that when he first started out his speeches were long on detail, but he was putting his audience to sleep, he mentioned getting some kind of nickname that had to do with being long winded but I can't remember what it was. . He said he decided to leave the details on his website where they belong. If anyone says they don't know what Obama's plans are it's because they choose not to know.
So yeah, he has substance, AND he's inspirational.
Something else that is common with these 'no substance' complaints, they make it sound as if inspiration is a bad thing. Oh hell yeah, you have to have substance too, Bush proved you can't run a country with only slogans, though he himself hasn't gotten the message yet. But don't down play the inspiration factor. Inspiration is Gold. It's not something you can buy or fake.
All my life I imagined how great it would be to have a leader that actually excited the country. I was too young for JFK, there have been leaders that I "liked" and some that even inspired me personally, but there weren't waves of other inspired supporters as there is this time. Someone that could stir the country into picking itself up out of the mud like Roosevelt did.
Inspiration is a really great place to start.
