I should add, the politician becomes the politician because they manage to exert superiority (at least, in their own minds), or exert capability (same thing) while the constituencies consist mainly of people who fail to exert 'capability' or 'superiority'.
On the capability side, exertion failure results in dependence on those you feel are capable. On the 'eriority side, it results in accepting rule by those you feel are superior.
They're both similar... when it gets bad enough, you receive communism or fascism. Capability or superiority exertion ultimately result in authoritarianism.
