It's not an outright lie to say al-Qaeda wasn't a threat against us in Iraq prior to our invasion. In fact an AQI chapter didn't exist until after the invasion. The al-Qaeda camp there didn't call itself al-Qaeda in Iraq until after it was clear our invasion was killing more Iraqis than Saddam was. The ugly truth of al-Qaeda's presence in Iraq is that the U.S. and U.K. openly tolerated it and even protected them from the air [northern no-fly zone].
