That is just you parsing a statement beyond it's intended meaning. The 9/11 Commission report stated that there was no operational or collaborative relationship been the Iraq government and Al Qaeda. The Al Qaeda in Iraq were aligned with the Kurds who were an enemy of the Saddam government and not considered a threat. Furthermore the no fly zones operated by the coalition gave them protection from Saddam.

It's not a lie, it's a statement clearly related to the terrorist activities of Al Qaeda since the start of the war. Al Qaeda was NOT OPERATING IN IRAQ creating terrorist acts like they have been since the war began. Their previous remote presence in areas of Iraq not under control of the Iraq government was insignificant and unrelated to their current activities which is what Obama was referring to.
To even compare that to things like the outright dishonesty of the Bush administration lying about the WMD threat is a laugh.
