You should realize that nobody took Santorum seriously back in 2006. It was bullcrap back then and it is still bullcrap today, the military inspectors did not considered the chemical remains of decayed nerve gas as WMD's.
The Iraq Survey Group stated this about them:
"While a small number of old, abandoned chemical munitions have been discovered, ISG judges that Iraq unilaterally destroyed its undeclared chemical weapons stockpile in 1991. There are no credible indications that Baghdad resumed production of chemical munitions thereafter, a policy ISG attributes to Baghdad’s desire to see sanctions lifted, or rendered ineffectual, or its fear of force against it should WMD be discovered."
Those shells are leftovers from when Iraq was using them against Iran back in the 80's. They didn't need to be emptied to be rendered ineffective and no longer a WMD. Nerve gas like Sarin has a shelf life of about 2 to 3 months when stored in an artillery shell. 15 plus years later what you get is what they found, the decayed chemical remains.
