It's more recent but it's reporting on the exact same thing that the ISG did.

It's right there in the section you cut and pasted:

And that's what you get from chemical munitions that have been sitting around since before the Gulf War, degraded agents.

The report doesn't call them WMD's, it refers to them exactly like the section above does. It's Santorum and Hoekstra who refer to them as WMD's. Nobody took them seriously back in 2006, not the Whitehouse nor the DoD. Neither of them contended that they had found WMD's. But you are free to pretend otherwise.
