It's right there in the section you cut and pasted:
"Since 2003, coalition forces have recovered approximately 500 weapons munitions which contain degraded mustard or sarin nerve agent. Despite many efforts to locate and destroy Iraq's pre-Gulf War chemical munitions, filled and unfilled pre-Gulf War chemical munitions are assessed to still exist."
And that's what you get from chemical munitions that have been sitting around since before the Gulf War, degraded agents.
The report doesn't call them WMD's, it refers to them exactly like the section above does. It's Santorum and Hoekstra who refer to them as WMD's. Nobody took them seriously back in 2006, not the Whitehouse nor the DoD. Neither of them contended that they had found WMD's. But you are free to pretend otherwise.

Correct me if I'm wrong. As a fervent bush/cheney hater I KNEW they were lying from the beginning. In my soul I knew. Yet, and here I think I speak for a most liberals, I prayed that they would find WMDs, secret al Qaeda training bases underground, Usama hanging in one of the palaces. I did. I swear. As an American, I wanted, for somehow for the retard to get lucky. For the intel to be right. For America to look good around the world.
It didn't happen.
