If the government never has a general budget surplus, how does it pay back its debt?
The general budget surpluses at the end of the Clinton presidency didn't even cover the accumulating interest on the trust funds that the federal government "borrows" money from to offset it's current spending. Overall Clinton still added 1.55 trillion dollars to the national debt. Of course he got handed a large deficit from the Bush I administration and reduced it ever year which was a significant feat.

How are you being taxed for wars? Bush is running deficits that far exceed the cost of the wars. Rather than taxing you for it Bush is taxing the next generations for it. Somebody will have to pay for it and with interest of course. Not so good for them.
