Having worked in Restaurants I am very strict with my tipping. Waiters and waitresses do expect a tip no matter what. It is ridiculous. I will leave 15% if I get OK service and nothing goes wrong. I start going down from there depending on service, including checking back to the table after the meal is set and refilling water and beverage glasses, how well they handle requests for sides (dressing, mayo...etc).
If the service is outstanding and the server is friendly it doesn't matter how bad the food is because that is out of their hands unless you mention it to them so I tip 20% of more depending.
But I agree, nearly everywhere people are looking for tips. Next thing you know there will be someone standing in front of your driveway with his hand out just for getting out of your way.
