Surely there is a middle ground that can be taken.
One answer to the companies that move to another country to product a product that is sold back to this country is to have an additional import tax placed on that company besides the normal import taxes from other nations. This could take away some of the incentives that a company would have for moving to another country.

I am a victim of this as my old company kept down sizing and finally left due to the restrictions imposed on them. Environment is important but not if everyone is starving while they enjoy it.
