The sad thing is that in many cases these restrictions are not helping the environment. There are many government inspectors state and federal that unfortunately are trying to justify their jobs. If a inspector does not find fault then his supervisor feels he is not doing his job rather than the company is doing as intended.
Companies are just like people in their thinking as they will operate as close to violations as they can get away with so it is necessary to keep watch on them but do it with reason.
