Your original thesis infers somehow juries created law and delivered more justice to a class of people vis-à-vis what you say here:

Not at all true since juries are ostensibly made up of “peers” thoughutterly ordinary people usually make up juries. they, like you, are as opinionated as the next person.

No, though the “Acts” you mention are laws drafted and passed by Congress.

Certainly if one disagrees with laws and they sit on a jury where either law is in question, they, if they are like you, might feel free to “wing it”, thinking they, like you, are somehow making law or “Delivering" justice.
