Many of these areas have people who own nothing and certainly don't have the means to procure weapons. And even if they did, most are peace-loving people not interested in the barbaric methods of carnage and force. Hell...the people of the USA cannot help themselves and are constantly whining for the government to solve all issues for them. If this exists here, then don't expect some dirt-poor culture to quickly rise up from their oppression. You assume that 'all' of these people have land to farm, water, supplies, and farm implements, and the resources for all of this stuff--preposterous!
