As has been said before, ANWR represents only a relatively small amount of oil (maybe about 10.4 BBL). By the time it was developed and producing at maximum capacity it would have little or no effect on the price of oil which is the primary reason that gasoline prices rising.

What are you talking about, only 2 years ago Bush was strongly backing ethanol produced from corn. And newer cellulose based ethanol is still years away from significant production levels. It won't be a magic bullet in reducing oil consumption.
