The Constitution doesn't specifically mention the term "Electoral College", but it does talk about Electors, in Article II, and the 12th and 14th amendments, etc...
Probably the cleanest way to eliminate the electoral college is by constitutional amendment, simply to specify the prez and vp are elected by direct national popular vote.
That's is a long and difficult process though. Another way would be for every state to pass laws proclaiming their electors to be bound by the proportianal popular vote.
