I agree it is to protect first & foremost...... All else must flow from that... How can one serve the unprotected???

I think most democracies protect their ppl........ Some..... Most do a far better job than the usa......... We are well protected from attack from outside.. IF all else fails we just blow the whole fucking place up....lol
But we are not very well protected from cancer???? Or even the normal health issues we all face..........
In heathcare we lag so far behind the other democracies it ain't funny.......... Oh that is in services etc. We still
pay the top dollar we just don't get as good a return on it as they do............
