Yes, but we don't know what's in the packet. It very well could state that no action need be taken if they are already registered.

It seems to me that if this were a scam, it would have been planned better. There would be no need for making a phone call at all because obviously they are going to be recorded. A scam would have been more effective if they just mailed whatever those packets are without drawing attention to themselves first.
