You are correct the registration period has ended for the primary and that they still make arrangements to register and vote during what they call One-Stop Registration & Absentee Period.

If this is a fraudulent attempt to suppress black voters then I can't see how this is going to help anyone but Hillary, unless there are local initiatives to vote for also. In that case, this could be state electoral shenanigans.
