Well they give them out free to everyone when they are born. And if you lose it, like I did once, it was something like 10 bucks. But regardless, people need ID to get a job or to apply for government assistance.

Also, people can vote by mail. There wouldn't be any ID required then. And before people say the poor can't afford a stamp I've said before that absentee ballots should be free of charge to mail.
