I think the term can be used in different ways.

Obama's use of it relates to his projected image of being a 'man of the people,' a rhetorical strategy employed by many, many politicians, particularly democrats.

W's use is disrepectful because he's treated the american people in a disrespectful manner, hence the term 'folks' becomes, in a way, elitist.

I can't object to the term, though if it's intended meaning is to pluto the voting public, then it becomes separatist.

At least John McCain isn't putting up any pretenses.
