Yes, there are people who could use that money. But it's phantom money, with not a single guarantee that gas prices will come down one red cent, but an absolute guarantee that even less money will be available for desperately needed infrastructure repair. To top it off, the money lost will be tacked on to the national debt, incurring interest, costing more money in the long run, and adding to the cost of any repairs.
