A good agency has patrol Admin. on duty 24/7 to help prevent this. They monitor the radios and ride around checking up on the patrol units. (That's another reason so many cops carry cells with two-way).

K9 officers have to be the most restrained. They are walking around with a four-legged lawsuit waiting to happen. Hell, my squad did a car pursuit on a dirtbag that broke into an elderly couple's home, burglarized it, and he stole their car as well. One of my units saw the vehicle and had me run it through NCIC to confirm it stolen (even tho' he knew I'd just entered it stolen-he was thorough), and after it was confirmed he "lit 'em up" (lights), and the subject chose to run. The squad chased him all the way out to Tampa Bay where he ran the car into the mangroves. The foot pursuit began, and my K9 Cpl. yelled at him to stop 6 times...then he released the dog. The subject was in the water by then, and he started drowning the dog, so my Cpl. gave the bite command. The dog could only reach his face due to the hold the subject had on him, so he peeled the guys face down on one side, and the focker let go.

EMS was called, yada, yada, yada. The AH now has an active lawsuit against the agency. 'Nuff said?
Wish I was on that jury. fucker would do time just for trying to drown a dog. If you resist, all bets are off. I don't expect a cop to endanger themself for no reason. I've only seen the video a couple of times, but they did look like they weren't resisting. I mean the cops have them out of the cars and on the ground in seconds. and the beating still goes on. what shocks me is NY, no way you need to fire your weapon 31 times.
