Because if I'm not mistaken National Guard units have existed for quite some time. and many people I know that joined the National Guard joined during a time of peace. Some were ex-military, extending a monetary contract. Others joined to serve their state and still have a life outside of the military. But to say that
ALL joined in wartime is pretty naive, it's pretty uninformed, it's pretty high school.
