It's a little of both and much more. Some wanted someone to blame for World War One, someone to blame for Germany's collepsed economy [much worse than ours by far], some hated Jews and wanted any excuse to go after them, some Germans were so pissed off about Marxist philosophy on the streets that they didn't quite catch nor care about a bullshit "connection" to German Jews [not known no connection existed].
Also, a partisan bickering and division left the country in deadlock [not that we're as bad off as they were then]. Then there's the
gain power by any vehcile or guise it takes crowd. Plus there were corporations looking to use government to make more money [this is a problem we have just as severly as they did]. In addition there were old greivances Germany had with neighboring countries, some of them on territory disputes.
