Unbelievable. The Republicans out politicked the Dems again.
Where Dems have been arguing the points of the merits or dis-merits about direct funding of the war all these years (that would be both Hill and Obama) the Repubs have figured out a way that could have been used to vote against the war without voting against the war.

House Republicans blocked a $163 billion war funding bill from passing Thursday.
The vote was 141-149, with 132 voting "present" -- a way of registering dissatisfaction with the bill without having to go on record as having opposed funding the troops. House Democrats are calling the Republican move a political stunt.

I don't care - stunt or not - this is a procedural something the Dems should have figured out after all this time. We all know that in the long run, the war WILL be funded (by both Hill and Obama) because Pelosi really hasn't come through, but this is fucking brilliant. Credit must be given where credit is due.
