This is false on two fronts. The Miami Herald investigated the claim of the migrant farm workers being killed in Andrew that you mentioned and found no validity to it. It is in fact a reference to what happened during the 1928 Okeechobee Hurricane. Furthermore you mentioned "Bodies were picked up and blown into the Everglades" which is complete crap, that is also a reference to what happened in the 1928 Hurricane where bodies were washed out into the Everglades, it has nothing to do with Hurricane Andrew, yet another reason you couldn't find a shred of evidence to support it.
Second, evacuations had been ordered for numerous regions in South Florida including both the Keys and several hundred thousand people in South Dade county:

Here are the advisories they issued for different locations of being struck with the eye of the hurricane +/- 65 miles. Homestead florida is very close to Miami. You will notice the likelihood of Andrew striking Miami continually increased from late August 21 to late August 23 where it was now 71% six hours before Andrew made landfall. Meanwhile the chance of it hitting West Palm Beach or Key West actually dropped in the latest analysis.
Maybe the local news was doing a shitty job of reporting Hurricane Andrew's chance of striking Dade county but the government agencies involved were not. The Governor of Florida had issued a state of emergency at noon of the 23rd and they were already preparing to deploy the National Guard.
