Yes there is such a consensus. The consensus position is that it is likely that most of the warming is man made. This is supported by every major science academy in the world.

You are misprepresenting what the quoted part means. The enhanced effort is to get a more detailed understanding of the various ways human activity is changing the earth's climate.
