The teddy bear belonged to one of the student, apparently. These are 6 and 7-year-olds... First graders, basically. I'm sure it was just a spontaneous activity, not part of the curriculum. It looks like it was intended to be a sort of classroom mascot, and the children were given creative writing assignments related to it.

Teaching 6 and 7-year-olds requires a bit of imagination. The teacher's mistake was having imagination in a country run by a brutal theocracy.
