What does that mean Sunflower, "based on 9/11"? What does "based on 9/11" mean? You're just throwing out emotional words. The issue requires accountability to the law. There's no such law answerable to "based on 9/11".

It sounds as if you're not reading the full context of the story.

The operative contained of the medical examiner's decision is "homicide". All the M.E. has done is render that the cop was not murdered.

Do you believe he should be classified as murdered, even though the assailants had been dead for 48 hours?

How does a dead man kill someone?
