You usually see Mums in Fall, but they're pretty hardy plants. I don't have a lot of experience with them myself. I doubt they'll take freezing temps. Have you considered going evergreen? (Like Juniper maybe?) It doesn't flower, but it takes extreme cold like a work horse.
