Musharraf never wanted to take part in Bhutto's power sharing idea. While her past wth corruption is still an issue with some legitimacy, that's entirely different from an outright tyrant. A corrupt politicians can be voted out [assuming...] but a tyrant has to be dragged out, physically- often at gunpoint. Musharraf might not have issued an order to kill, but he also didn't have to. All he had to do was pull back the security and let other people do his dirty work for him. Yes, there are extremists linked to the I.S.I. [Pakistan's intelligence service, and of course Musharraf depends on extremists to shore up his power even if he doesn't like it [Musharraf hates extremism in religion, rather like Saddam Hussein] but he needs his deal with the devil. And that means when they say lay off the Taliban and al-Qaeda he has to in order to get something in return and even just to keep the assassination attempts on himself down to a minimum.
