internal possesion was not arrestable.
Now it ACTUALLY is here in Florida, under "public intoxication laws", and the cops use it too.
It's all about half assed measures passed in the hysteria on the "war on drugs"

).
I am firmy in favor of behavioral laws. Get messed up and drive, well you are putting others at risk.
Show up at work IMPAIRED ( not simply having metabolites in you) and get fired.
That makes sense.
But this internal possesion thing is a complete infringement on our very bodies.
