Evolution is part of each species more than each individual. At the time of reproduction, evolution cross-checks the data to see if the species is at risk. If one person attempts to spark change, but their partner does not do the same things, evolution will notice and might make no changes in the desired direction.
It might be possible to increase the speed of evolution by forming large groups of people all interested in evolving in the exact same direction. By telling evolution what they all want, and inter-breeding for generations, they should be able to choose their changes.
This should be done carefully. If you do not know exactly how to talk to evolution, it might misunderstand and produce an undesired change. Our structure of countries is already well-suited for this practice.
