It's a matter of districting. Unless things have changed (We lease our royalties so we just get a non-varying check) Texico is paying whomever for land access, yet everyone in that district gets equal per acre royalty payments. The cap is to keep oil rigs from stacking next to each other, a visual blight and a dangerous practice and the districting is to keep oil companies from finding a better price next to you and 'stealing all the oil'. Generally, no well goes down all that straight anyways.
