I know the back story to this.
In the French presidential elections, they have two days of voting. The first day narrows down the candidates to the top two,
from all parties.
The run-off election, usually three weeks later, determines the winner.
In 2002, the lefties split their vote among too many left leaning candidates, and the popular, left leaning Prime Minister, Lionel Jospin, did not make the cut. The two run off candidates were the right leaning sitting president Chirac, under corruption charges, and a David Duke kind of character, Jean-Marie LePen. So the Left got shut out, and were very disappointed.
That phrase was on a tag in knapsacks, etc, by a small French manufacturing group. It reflected the morose sentiment of the lefties of France, who were shut out of the run off election.
