By the time we actually invaded Iraq, WMD's were no longer at the top of the list of reasons to invade. I've always construed that as Bush knowing we'd find none.

they knew back in 1991 that he had no weapons. the US government set up Saddam in business in 1953, We knew what he had every minute. Most of it sold to him by Rumsfeld, Cheney, Baker, et al.
