Amendment XII

The person having the greatest number of votes as Vice-President, shall be the Vice-President, if such number be a majority of the whole number of electors appointed, and if no person have a majority, then from the two highest numbers on the list, the Senate shall choose the Vice-President; a quorum for the purpose shall consist of two-thirds of the whole number of Senators, and a majority of the whole number shall be necessary to a choice. But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States. "

I didn't read that rationale in there.

I think so [having double checked a U.S. history text from college]. The process for picking a vice president is obviously a little different now from what the amendment reads. I think it's meant for cases of a deadlock between candidates.

The Brief American Pageant [third edition, 1993], David M. Kennedy, Thomas A. Bailey, Mel Piehl

It has the Declaration of Independence, U.S. Constituion and The Bill of Rights with the year amendments were included. It also lists the presidential election candidates, electoral college results and popular votes

Worse than that Jefferson got delegates to withhold their votes though they leaned toward Adams. He could've been our first president rather than the second. Though, I doubt he would've handled the ballance between England and France with the sense Washington used to stay out from between them.
