Military: A really big Army is a temptation for usage. A large Navy and Airforce with an enlarged special forces combined with our missle technology is sufficient. Reserves and our mechanized society's ability to call-to-arms has proven historically to be sufficient to stem possible national emergencies. I'd say about half what we are paying for now would suffice.

Vice Laws: Blatantly unconsitutional and just as blatantly stupid and counterproductive. We can't, as a society, give legality to drugs because then in the condoning it, we open it up to retail and advertisements. Decriminalization works, however, as a deterent and as a defacto taxation (fines) without the waste of imprisonment as well as the stigmatization which leads to a failure loop.
