Disposable People - "I hear nothing, I see nothing, I know nothing!"....

I keep hearing phrases like "good" guys and "bad" guys. I am told that the cops, attorneys, judges and others associated with "law and order" are the "good" guys and that I cannot make grandiose claims that they are all "bad". I never have said that all the members of any population are "bad". During my life I have seen many that were members of "questionable" populations behave humanely. However individuals are caught by circumstances in a situations that results in their appearing in a negative light. When these people wear the cloak of authority they represent those that issued the cloak, they no longer represent an individual.
What happens when the rules of the "authority" are disregarded by its representative ? What does the "authority" do when it is made aware of an event ?
In Prince William County Virginia I have several events that occurred, whether I was right or wrong is now irrelevant, however what the institutions did remains relevant. With a police assault in the CVS store I wrote to the attorneys that represented us, CVS for the video of the assault, Mayor, Chief of Police, press, Virginia State Bar, the Governor of Virginia, Justice Department and the FBI, in that order. CVS responded that they were not liable even though their employee initiated the event and would not provide the evidence of the event. The Virginia State Bar said that it was a "strategy" issue and they do not address "strategy", but I can hire another to address the issue, this was a response, but not a solution or resolution. Governor Tim Kaine's office responded that ours was a local problem and the rest did not bother to respond.
My Virginia collection reminds me of "Hogan's Heroes" and Sergeant Schultz's favorite phrase "I hear nothing, I see nothing, I know nothing !". Really rather interesting, here is an authority choosing to avoid the responsibility of their position. Let us look at what Sergeant Schultz's uniform represented, the Luftwaffe, was he a "good" or a "bad" soldier ? I would say that he was a "bad" soldier, he should have diligently executed his duties as dictated by the rules of those over him. Allegedly here in America the authority is supposed to execute legislated "rule of law". Instead we have Sergeant Schultz saying "I hear nothing, I see nothing, I know nothing !" as abuses occur under his nose. When confronted Sergeant Schultz says "I know nothing !", of course he does not, he implemented a policy of avoidance. The implementation of an avoidance policy was observed in 2000 when the Virginia State Bar changed their policy from addressing "strategy" through Code of Professional Responsibility to Professional Guidelines and Rules of Professional Conduct, here is a nexus institution, one where both sides of a situation come together, a unique position to identify the condition of the state, collect and identify trends, yet it chooses the policy of "I hear nothing, I see nothing, I know nothing !". What you as a society have is a collection of information from "law enforcement" which is one perspective, the cries of incidents from the population, yet the actual metric is missing. Did the courts do their jobs ? Did the members of the institution, the lawyers ? Was there a problem with the courts ? Did the attorney choose to dismiss information presented to them by their client for expedience ? Note the client could be the government, civilian or other entity. This Judicial System is supposed to execute a process to arbitrate issues, a nexus, yet they choose to implement a policy of "I hear nothing, I see nothing, I know nothing !". The metric is missing and then everyone wonders why things are going to Hell.
One perspective of mine is that Sergeant Schultz and Colonel Klink were just individuals that were caught in a "bad" situation, not "bad" people, but "good" people trying to survive. They chose to overlook situations in their theater because they did not agree with the policy of their leadership. Some of my complaints with the cops is similar, we had cop neighbors whose significant other sold grass, they would bring their bosses over and throw some parties that were over the top. There was nothing "bad" about that, what was "bad" with them was that when my girlfriend was incarcerated they would come back from work and tell the community about her, that little privacy thing, just part of our accumulation. My girlfriend makes some mistakes and the authorities are all over her, she must be punished, yet I have this accumulation of "avoidance" by the "authorities" who are also "supposed" to adhere to "rule of law". If my girlfriend must be punished for her indiscretions then what about these other indiscretions ? My girlfriend does not affect large populations of people or implement a policy that undermines Homeland Security. From being immersed in the prison population I know for a fact that the current implementation is not ensuring the safety of its "law abiding" citizens.
I leave you all with this thought, in reference to "good" cops and "bad" cops, claim's of support usually comes from those close to a population. Here is a population that thought that they were "good", doing the "right" thing, they had the backing of the state. What follows exposes my concern about the state of America and what it represents.
