Well Brian considering that this Country has been experimenting with nuclear devices for over 60 some years now has it ever crossed your mind that they might have been able to perfect the means to minaturize such devices? It seems the capabilities has alarmed some in the World community. Confederal Group of the European United Left / Nordic Green Left Groupe Confédéral de la Gauche Unitaire Européenne / Gauche Verte Nordique 2002-05-13 miniature nuclear weapons -------------------------------------------------------------------------------- MOTION FOR A RESOLUTION further to the Council and Commission statements pursuant to Rule 37(2) of the Rules of Procedure by Francis Wurtz on behalf of the GUE/NGL Group European Parliament resolution on miniature nuclear weapons The European Parliament, – having regard to its previous resolutions on nuclear weapons and the nuclear Non-Proliferation Treaty, having regard to the improvement in US-Russian relations which could lead to a significant agreement to reduce both parties' offensive strategic arms, whereas this development is the logical consequence of the announcement by the US President of his will to reduce US nuclear warheads by between 1700 and 2200 over a period of ten years, and Moscow's determination to reduce equivalent arms by some 1500 units, whereas, nevertheless, the reductions in the US-Russian strategic arsenals apparently form part of a 'new strategic framework', as announced a year ago by the US President, the details of which will become clear as a series of major strategic and political documents is published, having regard, in this context, to the adaptation of the new US nuclear strategy as it appeared in a recent classified document entitled 'Nuclear Posture Review' (NPR), made public by the US press, having regard, in particular, to the plans to produce new low-yield, modular nuclear weapons to which the responsible authority (the National Nuclear Security Administration) of the Department of Energy is already relatively committed, and which would supplement the existing arsenal of B-61 Model 11 airborne gravity bombs (with a modular yield of between 0.3 and 300 Kt of TNT), commonly referred to as 'mini-nukes' in the USA, whereas B-61 Mod-11 gravity bombs, incorporated into the US operational arsenal in 1997, were developed in flagrant violation of a law adopted in 1994 by the US Congress which prohibits the development of new nuclear weapons, whereas the same process of circumventing internal and external legislation will reoccur should the current plans be realised, since, in the wake of the process which has allowed the development and introduction of the B-61 Mod-11 bomb, the Departments of Defense and Energy claim that they are not developing a new weapon but that they are improving an existing model as part of the programme of nuclear weapon stock maintenance, whereas the introduction of a new low-yield nuclear weapon will provide the authorities responsible for nuclear planning/targeting with an additional instrument which, apart from remedying the relative 'shortcomings' of the B-16 Mod-11 gravity bomb (greater precision, optimisation for underground and hard targets, lower yield to avoid collateral damage, etc.), will make the use of nuclear weapons on the battle field even more probable, whereas, at the operational level, the official announcement by the NPR of new tasks for US nuclear weapons - the targeting of countries which do not possess nuclear weapons (Iran, Iraq, North Korea, Syria and Libya), signifies the official abandonment by Washington of its commitment - also enshrined in a UN Security Council resolution of 11 April 1995 - to 'negative security guarantees' whereby a State possessing nuclear weapons undertakes not to use its arsenal against non-nuclear signatories to the NPT, whereas this abandonment of 'negative security guarantees' has also been confirmed in declaratory policy, an integral part of the nuclear strategy, as evidenced by recent statements by the US Under-Secretary of State for Arms Control and International Security, John Bolton, whereas this development in US strategy, which extends to the full range of nuclear strategy (means strategy, operational strategy, declaratory strategy), will have numerous undesirable effects on the international scene since the preference for military instruments will undermine the already fragile process of arms control and threaten the very existence of the NPT itself, whereas the justification for major political acts is to be found in the most disturbing aspects of the NPR, such as the announcement on 13 December 2001 by President George Bush of his government's withdrawal from the ABM Treaty within a period of six months, whereas current developments in the USA are now heading towards the progressive and soon to be irreversible abandonment of the officially proclaimed strategy of nuclear deterrence, as the above developments represent a range of measures converging into a strategy for action, whereas the justification for this development is to be found in the deliberately alarmist assessments published over the last ten years in the USA concerning the proliferation of weapons of mass destruction, whereas the ensuing blanket strategy, summed up in the phrase 'Axis of evil' entails the abandonment of the deterrence strategy, whereas this new strategy also implies a total overhaul of means strategy since, as the Quadrennial Defense Review of 30 September 2001 revealed, the Pentagon also proposes to form and organise US armed forces based on a new model no longer focussed on a genuine, potential or future 'threat' but on 'capacities' which paves the way for an uncontrolled arms race, whereas these developments constitute a convenient justification for an unprecedented increase in US military expenditure, whereas the development of US political strategy has numerous profound implications for the European Union as this development is reflected in part in the relatively parallel structure of NATO, particularly in regard to military responses to the proliferation of weapons of mass destruction, whereas this development will have major implications for European integration at the political, strategic, economic and cultural levels, 1. Condemns the US Administration's decision to manufacture new miniature nuclear weapons as part of a new offensive military strategy; 2. Considers that this new strategy, which would render the deterrence strategy obsolete, is contrary to the nuclear Non-Proliferation Treaty and would contribute towards relaunching the arms race; 3. Calls on Mr Javier Solana, in his contacts with NATO, to apprise himself of the stage reached in defining the 'threat' which the proliferation of weapons of mass destruction would pose; 4. Calls on the Commission to draw up a report on the state of relations between the signatories to the NPT, as revealed at the first preparatory conference for the revision of the Non-Proliferation Treaty in 2005, held from 8 to 19 April 2002 in New York, focussing particularly on the grievances voiced by the non-nuclear weapon States in regard to the obvious cases of 'vertical proliferation', with particular reference to the Member States of the European Union; 5. Calls on its Committee on Foreign Affairs to organise an in-depth debate making wide-ranging use of hearings of experts on defence and security, arms control and the deteriorating state of international relations, in particular those aspects relating to arms control, and to publish a report on the situation following that debate; 6. Calls on the Member States of the Union to refrain, both at national and multilateral level (within NATO) from endorsing political choices which would result in a departure from the nuclear deterrence strategy as officially proclaimed by the Member States of the EU in possession of nuclear weapons (France, United Kingdom) and by NATO; 7. Calls on the Council to instigate a wide-ranging debate fully open to experts, in particular experts in international politics, and European citizens, on the nature of the CFSP and the ESDI in all their dimensions; 8.
