If they are so easily bribed why would you have to raise the money up to a billion? 25 million dollars to person in Afghanistan is already the equivalent to a billion dollars to someone living in North America.

How do you know? The CIA works with a variety of tribes in Afghanistan, I'm sure there is plenty of bribe money going around. But fanatics who are willing and prepared to die aren't quite as bribable as you'd want and people that fear retribution from them are likewise not as bribable.

Northern Pakistan isn't much different from Afghanistan, it is very rugged and tribal in nature, there is very little influence by the central government. It's one of the reasons why Musharraf will talk about sending troops into it but never seems to actually do it.

You are confusing what I said. The ones who are willing to blow themselves up for their cause cannot simply be bribed, they are not the ones that fear retribution. There are many others who fear retribution from the fanatics.
