Bush violated the 4th Amemendment to the US Constitution and the Foreign Intelligence Surveillance Act when he authorized the Terrorist Surveillance Program. A warrent is required, no matter what the Office of Legal Counsel says in classified "opinions.".

He went on national television and admitted that.
