Sorry. MSNBC. The commentator was unsure whether it was 28.5 or 27.5 and whether Jimmy Carter's vote had been counted -- and then another superdelegate endorsed and MSNBC announced the 27.5 figure.

This is too hard. AP doesn't agree with MSNBC:

AP: Obama effectively clinches nomination
According to an Associated Press tally, the Illinois senator has enough delegates to secure the Democratic nomination. NBC News' count still shows him 29 short of the 2,118 delegates needed.
