If whiter, poorer, older, more rural and less educated is the root cause for ignorance, then yes. Because ignorance simply means they do not know. It isn't an insult, as you snarkily portray it. If they include those states at the behest of Hillary, it is no different than the Supreme Court choosing Bush. As soon as the rules work against her, she changes them? She is above the law, like Bush?

Obama is not responsible for the actions of those states. He campaigned according to the rules. If the situation was reversed, Hillary would be going on about the importance of upholding the rule of law. But only as a strategy. As soon as the cameras were off, she'd go back to breaking the law.
