yes, this is parlimentary procedure.

next should come the floor vote.

each state will be called and their representative will state their vote.
hopefully, hillary will stop it, by standing an asking for unanimous consent.
if she, or someone else, doesn't, they'll go through all fifty states - tally the votes and announce the nominee.
