The Chinese are proving that capitalism can flourish just fine under a communist government so democracy aint no magic pill. Democracy without capitalism is socialism or communism anyway.

I covered this myself back when. Here is what I wrote from a New York Times article:

Russia wants to renegotiate a deal with Royal Dutch Shell on a multibillion dollar liquefied natural gas project on Sakhalin Island off the coast of Siberia in Russia. In the current deal, Shell can avoid Russian taxes, but Russia is using environmental regulations as a tool to close production if the contract is not renegotiated. Russia is saying Shell polluted the site. Royal Dutch Shell does not have to pay the government until after recouping the investment costs, so Russia currently receives a small royalty. In a controversial move Shell upped the cost estimate for the facility this year to the $20 billion figure, delaying profits for Russia by years. Thus the environmetnal shutdown threat.

Sakhalin Island is the world's largest LNG plant, providing a projected 7% of world supply of LNG. Gazprom, the natural gas operator, is now the second largest energy company in the world behind ExxonMobil. BP and Shell are three and four in terms of size. Gazprom is the monopoly supplier of Russian gas to Europe.

So when they bumped it to $20B, was the construction finished by then? Retroactive bump? Or did they say 'we need $20B now to finish'?

Yes. The site was moving gas. It was to help recoup their investment.
