Americans are supposed to be criminals. The system doesn't work otherwise. But, you can be a good criminal. Like Robin Hood. Or a 'victimless criminal' who only does drugs.

The prison system is a massive failure. In order to 'fix' law-breakers, you must target and destroy the specific brain complex causing their law-breaking behavior. Putting people into a hellish environment will almost certainly achieve the opposite effect - it will grow new criminal complexes, while not destroying the old one's at all.

In the case of drug users, there is no criminal complex because drug use is not wrong. Drug users are complete victims of an oppressive, tyrannical government. The idiotic populace has emphatically supported this unconstitutional treatment, because they're morons (in simple terms).
